There’s no concrete discussion on reducing the primary network validator stake requirement yet. You must be referring to Subnet Only Validators (SOV). The proposal is to require a 500 AVAX bond to take part in subnet validation only. https://github.com/avalanche-foundation/ACPs/discussions/14
