Possibly because Block producers are doxxed and verified individuals/entities and OTC has some sort or risks where both parties need to be trusted to execute the deal. Whereas the larger community/public is not doxxed and that itself involves a lot of risk. This is from my understanding though.

I dont think so, we agree on the parameters, the buyer places his order at any exchange, and I as a seller fill it. This is how it works without special OTC marketplace, where parties are protected. One shouldn't trust anybody, even if they are block producers.
