yeah, Im sure they make a ton of money on fees, also market making? yet 4.2B ? Then the tweet mentions off chain cash balances, yet which bank? Cant find any references of banks Binance was working with. So to me it feels like that is what they hold.

According to bloomberg CZ is 69th richest person on earth with 23 B$. If the people from bloomberg who have estimated his fortune then yes he could pay this easly. But in this case it is a fine for the company not for CZ personaly. Binance was a huge machine to generate cash during the last years. I don't know if they will still be successfull in the future.
