Opinions differ. I think the state of democracy on EOS has settled upon a low point of stasis after years of DPoS getting gamed and the excitement and vision of having engaged BPs has been lost. The number of people who actively pay attention to the underlying health of a blockchain's governance system are very few now in EOS. The ecosystem has settled down into a system whereby a very small group of interested stakeholders and power brokers define the top 21 BPs. The ENF also made moves to distance itself from needing to regularly get top-offs from the BPs (see Brandon's post above). I think these things lend itself to a unhealthy state of democracy. The ENF and Labs are empowered and funded through inflation to try to grow the ecosystem through a very centralized approach. Arguably it's what the chain needs to avoid total abandonment, strong centralized leadership that can't been subject to constantly derailment and pivoting that results from vibrant governing structures. But I think it's a far cry from the original vision of EOS as a governed public blockchain. To me, it feels right now like a public blockchain (since it's permissionless), that's run by a private entity.

In fact, there is a continuous review process with no assurance of continued funding. You are mischaracterizing the situation. “The eosio.grants account, which effectively functions as the ENF treasury, is ultimately owned and controlled by the EOS Network (eosio@active), while the active keys to this account are managed by the ENF. Under this permission structure, were it ever to be deemed that the ENF has ceased fulfilling its mission to serve the EOS Network, active EOS BPs could remove the ENF from its active permissions on eosio.grants, and in so doing, cease funding the ENF. An additional safeguard in place for any transfers from the eosio.grants account is a requirement that ⅔ of the active key signers approve the transfer, and a 72 hour time delay before any transaction can be executed. During this 72 hour window, the BPs are able to stop any transactions from executing should they be seen as malicious.” BPs have owner permissions over eosio.grants—end of story. Can you imagine a foundation, or any org, attempting to plan to serve the interests of EOS or any network with a fluctuating token price and not the slightest hint of predictable funding? Further, you fail to see, or mention, that this change allows the ENF and any org in a similar role to remain even more apolitical and unconcerned with BP selection. Additionally you are failing to note that this change paved the way for other entities to assume a similar role, allowing for a more “starfish” network topology to emerge.
