Anchor on mobile devices does this already, either offering free resources or offering them for a fee. Desktop didn't get this feature yet, but in 2.0 we plan to do this there as well. Wharf is also going to play a major role in this. Applications that use Wharf as their SDKs to integrate with EOS have control over how resources are automatically paid for by their users, so Anchor won't need to do it unless the app doesn't.
