on BCH as well? Is there any synergy between what BCH foundation is doing for smart contracts on BCH and this proposal?

as others have said, we've had OP_CAT for 7 years. Not only that, but loads of other better stuff too. And we didn't need to have an entire multi year "meme based" effort to try and convince a bunch of idiots that it was a good idea either. So in summary, we are basically a decade ahead of BTC development in all regards.

Been around for seven years. Saw nic carter twitter handle has BIP 420. And remembered that BTC foundation offer Roger Ver a collaboration which he refused. Then checked smartBCH and didn't like that there is another token involved... Thought better ask.
smartBCH is not BCH. Incidentally, smartBCH doesn't even have an "official BCH token" anymore.
