It's basically to quality check and approve contents. If your post is really good quality or correct and it get downvoted or doesn't get enough upvote with good rewards because the voter isn't knowledgeable enough in your area of interest or doesn't like what you post and viseversa, it becomes a problem.
So, the idea is to have voters vote with remarks(comments attached to votes) or evidence that posts are true, correct, good, not true, bad etc. It's then left to other knowledgeable voters to approve or disapprove them with their own votes and remarks.
If a voter downvotes a post he/she has to give reason why the post was downvoted, if the reason is right, the vote is left unchallenged or is upvoted by other voters.
Your vote accuracy earns you rewards and gradually rank you up in the network. Those who rank the highest are assumed to be the best or most knowledgeable voters around. And they will have the highest Voting Power which will give them more influence and power in the network. They could even serve as moderators with that kind of influence.
In regards to 1vote per unique individual, we can just do a physical verification of each user's identity in secure, decentralized, and privacy friendly manner, but I don't think that will be necessary since the knowledge based Voting involves lots of hardwork which will make it more difficult for one account to vote multiple times with remarks,but if it does happen it'll still be quality checked. A user providing good quality contents from multiple accounts isn't necessarily a problem as the contents are useful
With this, unique and good contents get more upvotes/rewards. It's not enough to say what we already know is true/fact, what new and unique things did you add to the info? I think this method will affect "bot accounts" unless they develop into complex bots, like AI accounts

Democracy ≠ voting wrongly. I'm a Democrat by the way, but my own kind of democracy is merit-based. One million people are free to vote but only the right ones get approved. We shouldn't copy the centralized world.
