We could create some kind of pool people can donate BCH to and it also gets distributed as weak block rewards automatically But it would have to be voluntary in order not to touch/break issuance+inflation in any way

We have native tokens on-chain now. There is basically near 0 extra cost of minting some extra mining reward token to help incentivize some mechanisms. It's super easy.

This way we could have weak blocks with a block time of 10-20 seconds which would be great for faster TX confirmation. We reward this with an extra token, the token will gain value automatically after some time. Later miners will get more and more incentivized to mine the weak blocks too and do not cheat by orphaning/avoiding the weak blocks and transactions in them. I also understand there HAVE to be some downsides/disadvantages of this scheme, so feel free to correct me and call me dumb.
