The block reduction is nice because it reduces blocktime variance. But block reduction will never get you up to cash payment speed. For that we have 0-conf which is instant.

I think block reduction would work to change attitudes towards 0conf... if someone tells you: hey you got paid but there's still a chance the payment gets cancelled and you could have to wait up to 1 hour to find out, how would you feel about accepting such payment?
