A system is what it does and what it doesn’t do. Users choose systems based on their actual function, not their internal mechanisms. Because users evaluate many dimensions of function, cost, speed, availability, safety, etc. many different system designs may be viable in the market place. System designers need to understand the range of customers and target specific markets or segments. This gets down to the specific disadvantages of centralized finance. If a system can avoid these, it can be marketed as defi.

I'd say a system would not be classified as defi if a central authority should control the flow of transactions/changes.
