No idea, I did not follow the topic. I just watched some short documentary about it.

Let me google that for ya: https://www.google.com/search?client=firefox-b-d&q=young+amish+use+smartphones

So AAIU, Amish kids pretty much do waver they want until a certain age when they basically choose to be Amish or be shunned. This is "local knowledge" for new even though it's technically not really as the local "Amish" are Mennonite (though I remember my dad selling timber to people that took it with horses as opposed to equipment in the 90s). In any case it's not like Amish are globally organized, I assume they have local authorities, so each sect may have capitulated on different things. For instance, a community (landline) phone box outside of a house might be acceptable even though such a phone cannot be in a house. That might be Amish, but I'm guessing these next two are Mennonite. It's ok to ride in a vehicle, but not own or operate one (so an outsider can take them to jobs in a van). They can have electricity in their house, but it can't be delivered via power lines and ,iirc, it has to be DC at some point, I'm not sure in the technical, but in some cases, they run generators, and those can be gas powered.

Afaik they are raised Amish until 18, given 1 year of freedom to go nuts, THEN they choose Amish or exile

Yeah, that sounds closer to right, actually. But Mennonites, at least, go to public schools for 8-9 years around here, so there is some modern society for them.
