holder with 250,000+ would be eligible for a node. Since we have to fill out an application, it seems like they are going to hand pick node operators again. Am I wrong?

I think this is really to get things started and also if ppl interested in testnet. Once fully on mainnet 2.0 things will likely be anyone can jump on as a node.
