Does this mean that Constellation is currently not that scalable? If not, it seems kinda weird to say millions per month instead of per day, minute or second. Does it have limited scalability now and almost unlimited in the future?

The HyperGraph isn't yet public. It's not yet mainnet 2.0. Scalability is not an issue due to the architecture of the HGTP. When that quote says "currently" it means now as in the mainnet 1.0/1.5 and not public (yet).
