The key is that the network sends data in parallel not like an actual/ traditional blockCHAIN (which can get bogged down). Secondly the act of attempting to force a load of txs in order to be malicious is that you get one free tx per snapshot but then you have to pay for the others (assuming they are attempted cramming tx before next snapshot). I hope I explained this simply. Seth may have a more technically accurate explanation.
How much time is between the snapshots?
I think a snapshot takes place each 20 seconds on average
