You create the transaction but without masternodes they wouldn't go through. I would compare it to you sending a letter in the mail and the masternodes deliver it. Sometimes they take a long path, sometimes it goes a short path, sometimes it's by air, or by truck. You write the letter but the masternodes decide how to get it across.

When you send DFI to someone else it must be all, when you send dTokens it doesn't need to be all, or when you swap tokens it doesn't need to be all either. When you are swapping UTXO to tokens it also should be all because you are basically sending tokens to yourself. It also could be due to how masternodes write transactions.
