So before even figuring out how to acquire 250,000 DAG

to launch a project on Constellation, funds are needed to pay developers to create their dApp before being able to submit the project to try to get into the Flight program, or is only a business and a concept / pitch deck needed to submit and successfully get into the flight program?

Whoa bro. Slow down. You show up with your idea and a rough "paper" of sorts that presents your concept and how you think it will work. You could create a pitch deck. You don't need to gather devs until you reach that acceptance level. But I guess it would not hurt to start getting a line on the market for them.

Okay, thanks this definitely helps. So just so I make sure I’m understanding correctly, it needs to be a company, then there needs to be a concept. What is the best way to communicate or showcase this concept to increase likelihood of Flight Program acceptance? A rough paper (how in-depth?) discussing the aspects of the concept in full, and/or pitch deck?
