If your KuCoin account isn't verified, then yes. You will need to send a coin from another CEX to KuCoin and then swap it to DFI. If you can pass KYC on KuCoin, I'm guessing you could just use them as your DFI on-ramp.
KuCoin does not require KYC, though. Its withdrawal limit is still 2 BTC daily (a masternode's worth of DFI), which is good enough for most users.
But it doesn't let you directly exchange fiat for crypto unless your account passes KYC (I'm guessing). Yes you can still use KuCoin within limits, but you have to pay exchange fees twice. And Coinbase has the highest fees for low volume clients of all the CEX's I've looked at.
You're probably right, I have never taken a look specifically at that. It appears that Don is already comfortable with using Coinbase, though.

Coinbase is much more regulated than other exchanges though, so you might have a little more recourse should legal troubles arise.

Haha, I feel the same. Knowing that U.S. citizens cannot complete KYC means that I cannot do anything against KuCoin if they scam me out of my crypto, get hacked, or shut down. Also, who knows if which, if any, exchanges might be using your funds for market manipulation. Who is borrowing USDT for you to gain 7.3% interest on it?
