They are rich and don't care about a 10% water hike, they can afford it. Water restrictions are really hard to enforce. LA should mandate a 20% water rate increase for everyone but for those who opt-in to the water program can get 15%-18% instant credit for achieving water saving goals, effectively paying just a 5%-2% increase. This would work for other cities in California, Nevada, Texas etc. and similar program for conserving electricity too. Maybe too ambitious for iotex, partner with chainlink?
