Vaults and other Blockchain fees/burns

6. Retire dUSD loans with DFI -- all burned as DFI
7. Vault creation 1 DFI -- 1 DFI burned
8. Vault interest various percentage -- all swapped to DFI and burned
9. Vault liquidation fee 5% -- all swapped to DFI and burned
10. Masternode creation 10 DFI -- 10 DFI burned
