Seeing as each State Channel can decide whether or not they want to operate as decentralized or centralized allows for much more interoperability. But the Hypergraph in itself is fully decentralized. So even if a state channel decides to operate as centralized... The global consensus portion in the Hypergraph is decentralized. Unless under specific circumstances like probably the DoD... Decides they will run their company in a private Hypergraph.
