what's keeps us from using the surplus in v2.1? Is it because if we bring the surplus that will simply help lps leave?

What do you mean who? Everything is socialized now. I'm sure v,2.1 lps will be happy with 0 deficit. They are not going to come asking for their share id surplus in such a situation. So why can't the surplus be used by protocol

Imagine the surplus is migrated and the rate changes in the pools create a deficit in them

I spent 1.5 years in v2.1 and migrated to v3 in june,so yeah,it’s subjective

I don't think 2.1 LPs in surplus pools should be made 100% whole. I think their deficit specific positions should be honored for direct withdrawal from v2.1. The surplus is up for debate given the situation. Technically it is LP generated but based on the smart contract protocol design the surplus is owned by the protocol. It's how it could even create the opportunity to pay ILP. I'd lean that it is pool specific and shouldn't be shared across the holistic v3 personally. May be best to just create a claim on the surplus from the historical 2.1 LPs who stayed in up until 6/19 in proportion to their weight in the pool.

I think the surplus should be distributed based on the weight of your 2.1 position prior to the 6/19 shutoff for anyone who was in 2.1 or 3 at the that 6/19 date personally

EXACTLY this. Most of my time spent is in v2.1, well over a year. And I moved to v3 only a few months ago. Subjectively, the surplus belongs to anyone who migrated from v2.1 to v3 and who is currently in v2.1

What isn't clear? The v2.1 applies to folks who were lpers in v2.1, whether they are still in v 2.1 or migrated. Not soley for the folks who didn't migrate
