Binance wanted to change their delegate unique identifier on their delegate profile, but were told that this is not possible. So instead they created a new delegate with the new name, and re-staked all their buckets to the new delegate. I'm not sure why the new delegate is not visible on ioPay mobile, I think it might have something to do with them not correctly setting up their new delegate profile with the required metadata, but I'm not sure. I've asked the team for some clarification. Just because the delegate doesn't offer any rewards to ioPay users doesn't mean it should not be visible. I'll let you know when I get some more details.
