perhaps sidechains could lobby the main chain to potentially receive some inflation to compensate BPs on the sidechain. depending on the varied importance to the larger ecosystem, each sidechain could obtain an appropriate level of funding

Exactly. I would also add that this org cant enforce who the token holders will eventually vote for. In my opinion the more capital is locked on chain, the more excitement about who is prodicing blocks will be there and maybe someone will start a podcast or show inviting BPs to offer them a plattform to promote themselfs.

Because "not DevOps or ITOps" people don't have the knowledge and skills to judge in the most professional way. It would need a community only for DevOps and ITOps to make the best decisions.
