Interesting question. Looking forward to the answers. What I can say is that Holo doesn’t operate without licenses, which also is why HOT isn’t available in the US. Imo that‘s an important step to get approved by govs.
P2p sharing is not illegal in itself. But what I share may be illegal. But HOLO Network is not Silk Road or even the dark web. It is a for-profit company and no one can publish a hApp anonymously. So I don't see the problem.

Napster is the most well know one. I don’t know what other ones might have existed. https://en.m.wikipedia.org/wiki/Napster They could be shut down because they depended on a central database to index all the songs. On the other hand, notice how The Pirate Bay hasn’t been shut down. Worst case with Holo is that some companies might be able to block hosts, but Holochain itself would be hard to stop.

Guess that centralization played a vital role. lol. If I remember correctly I think it was Metallica that took them down.

I think for the most part if you’re not engaging in nefarious activities then should be okay. I could see the govt going after a happ developer if they were involved in said activity.
If a country outlawed Holo hosting (not sure how they would write the law, or what they would actually ban) Holo would have the Hosts’ KYC for that country. Holo could then disable those accounts or withhold their HoloFuel payments. Remember, Holo is acknowledge as only a partially distributed solution. It will have logistical and legal concerns that Holochain itself won’t.
Ok, let me explain my point of view better. So yes, a hApp can be blocked by the authorities if it is against the law in some way. And Holo LTD can freeze hApp funds if it receives a formal request from an authority in the state in question. But why should it completely block HOLO LTD if HOLO LTD has all the paperwork in order with the legislator? In my opinion, precisely because HOLO LTD is partly centralized, it has the same tasks, limits and rights as AWS for example.
