Does this advisory council plan any sort of legal action

The majority is in favor of the merger. How can you call yourself a council without listening to the community? I get the impression this is born out of frustration, which is a false and toxic foundation. It should be about collaboration, which you are not providing as you are ignoring the community and the potential.

I have seen about 3 unofficial and 2 official voting results, all showing that a majority of at least 60% are in favor of the merger. You are using this app so others can see your message, there is no other reason. You are not proposing anything but trying to manipulate us.
