Yes, this is mostly correct. We were self funding the basic plan since March and continue to do so. Decentr approached us about creating a premium plan with more nodes and countries which would be available within Meile along with another web3 browser. However, because the expense if this plan would deplete our incoming revenue (100% our Validators at this time), we got funded by the foundation for 3 months (1.5M dvpn), but we will continue to fund the basic plan ourselves. The wallet is visible on Metabase.

in a way you are right yes, at least the incentives system is centralized. the general thing isnt and there are some apps (i think meile) that have their own sub plan for nodes. but the free apps all use the default foundation funding sub plan which is managed by planwizard
