They have 848 nodes out of 3200, so they're at 26.5% of all the nodes. Every so often they reduce their nodes, then allowing community nodes to come in from the queue.

Those are all the nodes with one staking provider (StakeCON), and they are all in a waiting state anyway, so there isn't any loss of rewards which would otherwise have been given. The network automatically randomly picks half of the nodes to be waiting, and those don't earn rewards. My best guess is that their being offline isn't a coincidence, and that they're using the opportunity of all their nodes being in a waiting state to do some kind of maintenance while there's no loss from doing it.
