Well you need to be staking to the CommunityStaking validator and when you click in the link in the 'am I eligible' part you can see the criteria. For example what the snapshot date is. What minimum to stake. And you can actually see if your address is in the list.

Before snapshot. Snapshot already happen, then is for who already stake and into, who come after is not elegible.
