But even after that being implemented, it will be up to the community to use them to actually lower the fee and translate them into an effective 1:1. The less the community uses the tools it requested and boted on, the more time will take. Let's not forget that Defichain is a community project, it's not all in the devs hands, and it's not all in the community hands. Both need to do their part :)

What we can do as a community is to use the vaults to loan and mint dUSD.. the more we do this.. the lower the algo dUSD

For the moment no, all measures advanced by the community and voted are being implemented. The next hardfork is in August and will bring a few more to further help that still need development and are currently under it.
