It's not locked during governance, so you can go lower then your commitment if you wish, but you only remain eligible if you stay above the committed amount.

With vanilla governance directly through the foundation you just commit to hold a certain amount of Algo for the 3 month period while also voting during the voting period. After the three months if you voted and never went below committed amount the rewards are sent to you automatically approximately 4-5 days after the period.
