Why does the community need to vote for these upgrades?

I find them to be very technical (points 1-18) and bug fixes. This should be something that the community doesn’t need to vote, really... it should just happen. The community is not technical enough to understand what they vote for: example: WebSocket Outport Driver: Refactors the WebSocket driver for improved performance and versatility. WTF ?
