I wouldn't advise doing anything as a work around when it comes to HIPAA. Besides the fact that the BAA is a basic business agreement. Most helathcare related businesses know these to he customary. The mechanics are from the business side.

It depends on YOUR business. It isn't up to Constellation. If you were running a bar and needed a liquor license it is YOUR duty. Not the vendor who drives the truckload of liquor to your store.

Not sure how to answer you. There is already going to be US based healthcare-related businesses using the HGTP. I assume they have that piece nailed down (HIPAA compliance).
