The Quorum is the minimal amount of votes the proposal needs to get before it can get passed. Otherwise it's back to the drawing board. That is why it is very important for everyone to make a vote. When the Quorum is reached the DAO can really see if the proposal is either accepted or rejected. In any way passing the Quorum is important.
