Do these proposals have to be approved by a central

authority in order for them to be valid and end up in the vote or how does that work? As we saw with many DAOs one of the major problems of DAOs is that sometimes the team simply decides not to list a proposal and therefore nobody has a voice on that topic then.

And how is it enforced that the voting outcome will be respected? Arbitrum for example had a vote and the Arbitrum team simply said we do not care and did not respect the vote.
