Not as such. Token burns and buy-backs as a method of manipulating a price can result in a token being classed as a security. So it's not really on the table. An alternative mechanism is being worked on to replace this that is compliant and has a real purpose, so stay tuned for announcements as AllianceBlock talks about this kind of development. : )

I haven't seen any specifics regarding the event, but given that previously Nuklai has said it'll be happening after the TGE, I would expect it this event to be pushed into March also. However, this is just my own expectation -- keep an eye on the official news channels for updates with specifics, and of course once that information is out, we'll post and pin it here. : )
