database from an RDS instance to another that has used AWS Database Migration Service (DMS), do you recommend it? Would they do it better the traditional way with landfills and restorations? Or do you have any additional options that are good in terms of timing, lower risk and less downtime?
Variables... Can they afford downtime? Could they do it over a weekend? If not, then DMS are probably the likely way to go. But that's not really PG at that point. If they can afford the downtime. Then I would strongly consider a backup/restore. If that will take too long, then they could consider doing a cluster setup, get them in sync. And then do a quick switch. Some time lost for any straggler WAL. (But at this point, it's not something I have done this way). DMS as I remember is able to do the sync process for you. But there are so many other variables about who is using your system, and the downtime they need to tolerate in the switch over.
