Привет! подскжите пожалуста, бот на теелботе падает Error R10

(Boot timeout) -> Web process failed to bind to $PORT within 60 seconds of launch
Пробовал ставить worker в Procfile, но тогда приложение вообще перестаёт отвечать:
remote: ! Heroku has temporarily disabled this feature, please try again shortly. See https://status.heroku.com for current Heroku platform status.
fatal: unable to access 'https://git.heroku.com/guarded-brushlands-931914.git/': The requested URL returned error: 503
залез в веб админку, увидел отключенный аддон worker, в нём дело? надо включить? или как-то по другому можно?
