You CAN do sockets in php and you CAN do strictly

concurrent code in JS

but why would you? Messing around with promises all day because the language was designed with an async core sucks just as much as forcing php to be a websocket

if you just want a "one fits all" solution use rust or c

and prepare for needing 10x as much time for everything
