Wrapper wrap the under lying code without adding much abstractions and much closer to syntactic sugar. Also this can be much higher level, wrappers can wrap frameworks. Whilest Frameworks are abstractions, with lots of added functionality. Problem is can frameworks be called a wrapper? Probably. But in general cases people call thin abstraction layers wrappers. And something much more robust a framework. Frameworks are usually definite guides for further creations. Here we see that libraries defer from frameworks by being more of unopinionated abstractions, with much more loose rules for usage.
