Hmm okay You write some code, someone contributes to it. They agree to be bound by the same LICENSE you provide. You cannot unilaterally relicense this code at a later point without the other person's consent. Hence, when you fork something, you agree to abide by the LICENSE they provide you with, and neither of you may unilaterally relicense the project (well, they can't relicense what you released anyway. They can't revoke the code that you forked). So yes, both you and original copyright holder has rights over the respective parts of code each of you wrote.
