Intellectual property have implicit copyright on them. If you published a work, you automatically have copyrights over it, whether you registered or not. Registration is simply better warranty. So an author has all authority to decide on a license. What you ship with your code becomes the software's license. As a sole author you keep the rights to change to a different license at any point. If other people have contributed to your code, then they have a say on it as well.
