I want to work on a fullstack web, i'm now

at the point where i have to design how the website will look like. Do i have to draw it down using a pen or use software to do that?

Pen and paper works, I guess what you want to ask is how designers usually design websites. They use software like figma, etc. A lot goes into actually designing a website, app or anything really. Essential software is only one aspect of it. Unless you have intuition for colours and contrast (which can be trained) you'll have a very hard time creating a good looking one.

yes, i wanted to ask how designers design websites

It's a complex process which involves a lot of experimenting. Also there's no one way of doing it right. Normally you write down the specifics, then create a mood board for colours and shapes and experiment with shapes.
