when i start to developing i need something to define planning and store todo lists but in local not online platforms.
what regularly you doing?
writing .word file or pdf or document with .md or .drawio what?
i love trello but i looking for local version to put that in my project but didn't find that.

I don't understand fully: do you want a PM software or do you want a self hosted git server? If you just want a "it does everything self hosted" suite gitlab might be the way to go
i looking best tools for managing and keep going a project and not breaking project and enjoyable to continue. git is good, but i don't found good local host for planning part. i first thing put them inside .md file and other look that and update but it not good, i want to provide roadmap for team that where should start project and when a new concept need to planning. or new feature need to create from scratching. regularly what do other teams. how handle planning and scratching for new project.
The most mainstream approach: - use github or gitlab to host your code, gitea if you want to selfhost it - use Jira for communication with your team and track of progress use Scrum as a project management methology (not a must, but if you're new to PM you definitely want to know about scrum)

I'm confused by "local version" do you want something that runs on your local PC like microsoft project or do you want something you can selfhost?

i look that obsidian thanks it very good choice for scratching
yeah given it's all .md files you can also version them with git and if you link the notes to each other you get nice graphs 😄
