A central party doesn't make a smart contract call to the other chain where the funds are being unlocked
instead it's some other mechanism which somehow calls the unlock function on the other chain with signed verification

So they're semi-decentralized, relaying on Third party nodes/validators (e.g. ChainLink)
this is categorised as notarisation. the cheapest approach if you require feature-rich operation
