Blockchain stores (historical) data permanently, but it also stores current state which reflects the result of changes made.
Take example of bitcoin. At some point I had 10BTC as my balance. Then I gave 2BTC to you. The current state says I have 8BTC. But you can see in the past I had 10BTC.

That's not true. The transaction history cannot be deleted. But you can store data in one transaction and delete it in the next one. Then that data is gone. However, both transactions are forever and irrevocably part of the Blockchain.
I think you can reuse the address
