Can i pull some crypto out my cel account, then

enter a promo code for all users, then deposit that crupto i've withdrawn to my cel account to activate that promo?

What it means is that Promo codes are for attracting new deposits, in to Celsius, of crypto. So, if you have a friend, they enter a promo code for their Celsius wallet, and then you provide existing crypto from your existing Celsius wallet to their wallet - that's not new funds. It won't activate the promo code. And could result in both of you being suspended. Whether your friend is brand new and setting up their wallet for the first time or and existing Celsian with an established wallet.

Your friend needs to add new, fresh crypto to activate promo codes. Moving from 1 account to another is against the rules. It needs to be new crypto.
