3gb??? Man, that's more than enough for what's your doing. Your 5fps show is not because of cpu, it's your windows eating the ram. Have you considered installing tiny linux distro as your second os? Eclipse on some tiny linux will fly like a jet with 3gb of ram

Yes. I have dual booted Linux mint. Eclipse lags in it as well but not as much as it does in windows.

Never worked with mint, have no idea about it. Googling for "linux mint requirements" doesn't leave impression that it's tiny at all.

Recommend 4gb. Doesn't look like it's gonna work. You need to leave as much free memory for dev tools as possible https://en.m.wikipedia.org/wiki/Linux_Mint

Dusted off my stone age laptop. It has java 7 and eclipse from 2013 at the moment. Runs "slitaz" Linux distro based either on lxqt or lxde. I ran eclipse dropped hello world app, ran debugger. Check out memory consumption
