Promos are to encourage more assets. Withdrawing, activating a code and redepositing will not work. Celsius tracks this and those deposits cost Celsius network fees, so it wouldn’t make sense to give rewards for that. If you want to take advantage of the promo you must replace the full amount you withdrew and add the required amount for the promo. Don’t try to game the system.

They must have been lucky and enough time had passed between withdrawal and promo activation. This isn’t recommended to be done regularly as it can result in your account being flagged.
