Is Swap open to everyone now or is there still

a wait-list? I have a friend I want to sell on Celsius and I think Swap would really appeal to him, but I don't want to use it in my pitch unless he could actually use it

Swaps will only ever be available to depositors where that depositors state, national, or local law provide for it and, again specific to that depositor, only after Celsius has obtained any licensing or other requirements necessary. So there won't ever be a straight forward answer to your question. It will depend on where whoever you refer to Celsius lives. Otherwise, Celsius will end up like Block-Fi and served a $100 million fine / lawsuit.
