Why is there still a 24-hour delay when changing a

withdrawal address to an address that is already whitelisted for another token? I’m having trouble understanding the security benefits there.

There will always be a 24 hour cool down to new wallet addresses. The only way you can avoid this is by changing back to a wallet address that was PREVIOUSLY USED as in actually sent crypto out to it from the app. Not just previously entered. This is done on a per crypto basis on each and every specific crypto.
